Australia declined to give the United Nations an assurance that it will forgo nuclear weapons. It reserved the right to arm Australian forces with nuclear weapons and to allow allied nations to station their devices on Australian soil. Minister Sir Garfield Barwick informed U Thant of the decision.
Sir Garfield replies to the House after the New York decision and Australian press reports. He warns Australia must have freedom to possess nuclear weapons for defense against a rising East Asia Western Pacific power with massive conventional forces and nuclear potentialities. He stresses the global pace of military science and the need to consider regional security in policy.
Sir Garfield reveals Australia supports MONS steps toward a world ban on nuclear weapons and endorses regional testing plans. He notes Australia consents to tests when militarily necessary but cannot promise future deployment of nuclear arms. Kennedy assures precautions against fallout. most impacts expected in the northern hemisphere.
The deputation urged a £5 million Commonwealth grant for road construction in capital cities. Mr Holt told Mayors he would raise rate-payments representations with Cabinet, but warned the proposal requires close State scrutiny. They urged reconstituting a committee to study the Commonwealth’s potential rate-like payments and, if possible, divert at least 10 percent of the £50 million Commonwealth Aid Roads Grant to capital city roads. Holt noted States may allocate any portion of the grant to municipal road use.
In the House of Representatives Mr. Fraser pressed whether the Lend Lease Corporation faced tenant difficulties for the Section 51 building and if the National Capital Development Commission was asked to deter suburban shopping centre construction. Minister Freeth offered to inquire. Italian marble facing began on the Section 51 block with Ceilio Grigio grey stone from Italy. The Alinga Street frontage will use 800 sq yds, totaling 2600 sq yds for the centre. Ground floor windows will be framed in SA Imperial black granite. The £2 million project will house two department stores and many shops and restaurants, with Easter next year as trading commence.
The Hague reports Indonesian commandos infiltrated Gag and Waigeo islands at Dutch New Guinea tip. Captured soldiers, age about 20, were armed with mortars Bren guns and machine pistols. Dutch officials tie this to a landed attempt foiled by motor patrol boats.

The recording, read to Commonwealth Conciliation and Arbitration Commissioner G A Findlay, relates to exemptions sought by Sydney firms Thomas Heaney and Co and partners from union provisions. The speakers claim loyalty to Christian faith and say union membership harms management worker trust. The hearing continues, with a staff witness praising factory conditions.
