Draft Convention for Permanent International Labor Regulation
The draft outlines an International Labour Organization within the League of Nations. A General Conference with four delegates per contracting party meets annually to oversee officials and workers, with a governing body of 24 including government and worker representatives. An International Labour Office will gather data, funded by the League, and a director will oversee international labor matters. Procedures for agenda, recommendations, and conventions are defined, with two thirds voting required for adoption and a year for parties to implement.
