Debate on seamen tonnage and defense funding in the Commons
The House examined the military and naval appropriations for defense. Amid denser debate over 20,000 seamen and 17,448 land forces, Chancellor of the Exchequer justified staffing as necessary for safety and fiscal prudence, while General Burgoyne lamented ministerial influence on promotions and criticized the Marquis of Lothian’s dismissal as unjust. He urged ministers to appoint a responsible military head and questioned the political tenure of commissions.

Public actions at Exeter case over bullocks exchange
A case from Exeter concerns a dispute over exchanging two bullocks, one unfound, with questions on whether the trade equaled a sale and if an express warranty was necessary. The court held a fully implied warranty sufficed and the exchange was of equal import to a sale, awarding damages and costs after a very respectable jury. Also listed are bankrupts on March 14 and various names, occupations, and places. Dividends announced for April by Joseph Tidman.
