Sixty years ago twelve pocketwriters served in the Long Room of the London Custom House. They issued certificates of entry and duties paid and extorted fees from merchants. Ten filed inflated statements, two admitted honesty, and the Treasury abolished the offices with pensions. one honest writer drew fifty two thousand pounds over fifty two years.
