JUDGE REFUSES GUARDIAN FOR NEGRO OIL QUEENKANSAS CITY. March 23.—Judge Jules E. Qulnotte, of the probate court, refused to grunt an appliCA-tlon for the appointment of a guardian for Sarah Rector, twenty-vear-old negro oil queen of Oklahoma. said to be orie of the richest negroes In America.The application was filed several months ago by John Collins, negro, of Muskogee, Okla., who charged that because of her ago the girl was incompetent to handle the large income derived from her oil properties and other sources and aould dissipate her fortune unless protected by a guardian. It also was set out In the application that n guardian should be appointed v comply with the provisions of a recent Missouri law which raised the age of majority of women from eighteen to twenty-one years Judge Gulnotee, in refusing to grant the application, held that the majority law was not retroactive. Testimony showed that she was of legal uge under the old law.
