Republicancandidate for governor, offered himself as a symbol of the kind of decentralized democratic government we shall need after this war” in a speech before 500 Republicans in Memorial hall here last night.Speaking extemporaneously for about 40 minutes, Mr. Schoeppel first painted a picture of the vast dislocations which the war is bringing to Kansas. He pointed to the retail stores which are closing in almost every town, to the farm sales and dispersal of dairy herds, to the thousands of acres being taken out of agricultural production for various military installations, and to the draining of our manpower into thefactories of other states.;He spoke of the war boom in other Kansas areas—the greatest per capita investment in war industries of any state in the Unio^x But all of it, he said, means dislocation and readjustment. .
