Federal ActionHints MountingCuban CrisisROOSEVELT ROADS, PuertoRico (UPI) — The Navy abruptly canceled a tour by newsmen aboard warships today amid mounting speculation that Navy-Marine maneuvers in the area were somehow linked with the Cuban situation.The official explanation given was that the ships assembling in the area for scheduled maneuvers did not get dose enough to this naval base on the southeast coast of Puerto Rico to permit the air transport of reporters to the ves-Also canceled was a scheduled morning press conference with Vice Adm. Horaeio Rivero, commander of the amphibious exercise, aboard the flagship Mount McKinley.The maneuvers involved a force of about 20,000 men and 40 ships, | ] including an estimated 6,000 battle ready Marines. The Marines were due to storm ashore in a| imock amphibious assault on the small islaod of Vieques Wednesday. IINavy officials insisted the land-1. ing will be carried through as scheduled Tuesday.
