- ENSIGN JEFFREY M. WAINSCOTT, USN, son of Mr. and Mrs. p- George E. Wainscott, 1501 Rlvervlew Drive, was recently awarded the Vietnamese Navy's Honor Service Medal, First Class in F- ceremonies at the Vietnamese Navy Headquarters in Saigon. The ti- occasion of the ceremony was the turnover of 13 Patrol Craft, r F ast (PCFs) to the Vietnamese navy. A section of the U.S. Naval n i Support Activity Detachment at Qid Nhon, was also turned over to the Vietnamese navy Nov. 5, as a base for the unit to be formed ii- out of the turned-over craft. Presenting the award was Commo-s dore Tran Van Chon, Vietnamese navy chief of naval operations.- The citation accompanying the medal commended the 23-year-old A ensign on the performance of his duties as officer-in-charge and later as training officer for one of the turned-over PCFs, The medal-winner is a 1964 graduate of Atchison High school, and ai 1968 graduate of Washington and Lee university, Lexington, Va..
