Cmdr. Marcus A. Amhelter, producing 41 allegations to justify its dismissal of. the officer from command of the destroyer Vance.• aThe Navy took the action after declining to participate in three days of hearings held by Rep. Joseph Y. Resnick, D-N.Y., earlier this week.Resnick's unofficial invcsti-Sation was launched after the louse Armed Services Committee refused to conduct an inquiry into the Arnheiter affair.■6ut one., added, “We feel it IS now proper to open the Arnheiter file after he has washed his linen in public on the Hill (Capitol Hill).”Y'esterday’s release of the4U0-pIus pages of file materialwas intended to support theNavy’s earlier announcedconclusions that Arnheiter lacked reliability and predictability in command, that he lacked integrity and that his judgment and leadership were faulty.The 41 allegations, described by the Navy as “findings ‘of fact,” intended to su-port the conclusions included these:--Arnheiter introduced alcoholic beverages into the wardroom of the Vance.— He reduced an in-port watch to permit maximum attendance at a social function ashore.— He fired weapons while on Vietnam duty close to junks being inspected, frightening and possibly jeopardizing the lives of the Vietnamese and his own men.— HE USED the crew’s welfare funds to buy a speedboat, then mounted a machine gun on it and used it for scouting the enemy.— He conducted shore bombardments against the Communists without being assigned such a mission, and covered the Vance’s wanderings from its assigned position with false position reports.
