STRINGENT PASSPORT.London, March 15.-—Beginning today, every person going into Franco must be provided with a special passport issued by French Consuls. Furthermore they must cdrry an addl*, tional document declaring upon what i evidence the passport was issued , and for -what purpose it was obtained:' This document, like the passport, must show the photograph otthe bearer; . .It takes three days to obtain this additional document, but it may :be used more than once if vised by ji French Consul. All persons going to France from Belgium, Holland arid Germany are required to disembark at Dieppe,
