Carr Revises Alien PolicyDENVER, Mar. 21—(AP)—Gov. Ralph L. Carr requested today that the federal government immediately start policing any Japanese who come into Colorado from Western United States military zones.“The safety of these (Japanese) persons is threatened if anything should develop which might create an emotional explosion,” the chief executive said in a letter to Thomas J. Morrissey, United States district attorney for Colorado. .
