This bill had been introduced by Representative Ward, and he was In his pisce to defend It, which, as tbe sequel will show, wss very lucky for the case. Dougherty died from injuries received in tbe line of his duty as a soldier. When the report of the committee had been read, the Brigadiers, led by Buckner, of Missouri, and followed by Atkins and McMillan, of Tennessee, and others, be* gan the tactics of the previous evening. Mr. Ward met them at every point during tbe sharp debate that occurred ou the bill, and with the active help ot other members, secured its passage. During tbe debate the lines became drawn very lightly. If this bill bad failed, tbe work of the evening would have resulted in nothing. Winning it, tbe Southern members were thrown off their guard, and never recovered during the reinaiuder of the evening. AU bills favorably reported were passed. Among them Mr. Ward secured four, to wit: the Dougherty bill, Abner Hoopes, of West Chester; Eliza McComieU, of Delaware county, and John Hicken, of Cheater county.
