soAffecting 200,000On Pacific CoastSAN FRANCISCO— (I'R).—A new evacuation order which may affect 200,000 pacific coast enemy aliens and their American-born children was awaited today as governors of states lying between the Rocky Mountains and the Mississippi— with one exception — announced they would permit Japanese aliens to live only in concentration camps if they were moved inland.Lieut. Gen. John L. WeWitt, commanding general of the Fourth Army and the Western Defense Command, said a proclamation would be issued “shortly designating military areas from which theexclusion of certain groups will be required.Army Given Authority President Roosevelt has given the army authority to proscribe certain vital defense areas and exclude from them any persons, citizens and aliens alike.Already thousands of Japanese, Italian and German citizens Jhave been forced to move away from waterfronts, aircraft factories, power plants, industrial areas and oil fields, and other thousands are compelled to remain in their homes between the hours of 9 p.m. and 6 a.m.Rep. John H.
