to-wit:“I do sole inly swear, or affirm, in the presence of Almighty God, that I will henceforth faithfully defend the Constitution of the United States, and Unio.j of the States thereunder, and that I will, in like manner, abide by and faithfully support all laws and proclamations which have been made during the existing rebellion with reference to the emancipation of slaves, so lielp me God/5The following classes of persons are excepted from the benefits of this proclamation;1. All who are or shall have been pretended civil or diplomatic officers or otherwise, or domestic or foreign agents of the pretended Confederate Government.2d. All who left judicial stations under the United States to aid the rebellion.3d. All who shall have b3en military or naval officers of said pretended Confederate Government, above the rank of Colonel in the army, or Lieutenant inthe navy.4th. All who left seats in the Congress of the United Slates to aid the rebellion.5th. AH who resigned or tendered resignations of their commissions in the army and navy of the United States, to evade their duty in resisting the rebellion.Gth. All who have engaged in any way in treating otherwise than lawfully as ptitoners of the war, persons found in the United States service, as officers, soldiers, seanjen or in any other capacity. j'Zih, All persons who have been or; aro absentees from the United States for the purpose of aiding the rebellion.8th. All military or naval officers in the rebel service, who were educated bv' wthe Government in the military acade my at West Point, or the United States Nava! Accademy.
