Gappy, of the 10th regiment, : her'been appointed colonel of the twenty-third regiment, to he raised in the co ah ties of-Dane,'Columbia, Sauk, Mar quette, Waushara, Iowa and Lafayette.It is ^understood that the governor ex-- % %pects the colonels tocanvass their districts and ascertain who aro the proper persons to raise companies.Commissions have been issued to: Lawrence J. Carolin, M. D., of Fond du Lac, as surgeon of the 2lat regiment.Henry J. Turner, M. D., Sauk City, as state assistant surgeon of 16th regiment.Samael W. Rmith of 2d regiment, as 2d lieutenant of.23d regiment.J. A. Liebhaber, Louis Felose and Phil. Hemill of Milwaukee, as recraitiog officers of the 24th regiment.Major L. H. D. Crane as Lieut. Col. 3dregiment, vice Pickney resigned.Capt. John A. Scott as major 3d regiment, vice Crane promoted.Adjatant General Gaylord calls attention to the following extract from the order of the war department:If any recruit shall be enlisted by such officer, who shall afterwards, on medical inspection, prove to have been obvioosly unfit for tbe service at tbe time of his enlistment, all expenses caused thereby shall be paid by such officer, to be stoppedagainst him from any payment that maybe coming to him from tbe government thereafter.The camps of rendezvous for the severalregiments will be announced in a future order.
