Promotion forMerit.From the Wisconsin S^bo Journal.Gov. Salomon has hit upon an excellent plan tor encouraging private soldiers already in the service, and opening a prospect of promotion for -Merit, which will bo sufficiently explained by the fuilowiug circular, a copy of which has boon forwarded to the Colonel of onch Wisconsin regiment now in the Held:State or Wisooxara, Executive Drp’I.AIajusox, .July 8th, 18(«. } This Stain being ea'led upon for several now regiments of volunteers, it is my oaru-osl desire to find some method by which, in their organization, 1 can testify my appreciation of the fidelity, gallantry anti soltiiuny qualities of some, at least of tho non-commissioned officers and privates in the regiments from this Slute which have been longest in the tiuldl It is difficult to do this, since the companies and regiments must be raised by the efforts of men who arc in the State and thu commissions will properly be expected by thoso who raise the man ; but I shall use my best efforts to bring aboul the desired end.For this purpose, I earnestly request tbe Captain of each company to recommend, in concurrence with his Llnutenants, such of hi» non-coinmis»ionod officers or men us have exhibited such qualities as to fit them in a remarkable degree for commission.— These recommendations should be handed tothe Colonels commanding the several regi-moats, and I request that tbo Colonels, in conference with thu field officers, select from the number so recoin mended, not m«ro than ten persons for each regiment, and forward their names i mined lately to me, preparingtho list in the supposed order of merit.— This should be done as speedily as possiblo.Wliilo I cannot, of course, promise commissions to all of tho persons who shall be so named to me, I shull spare no pains to testify to as many of them as possible, my appreciation of their patriotism, bravery, and soldierly attainments with the War Department, I may soon bo ablo to gratify tny wishes in tbi-s respect, and do justice to some, at least, of tho gallant heroes who have loft Wisconsin homes to peril their lives at the cull of iheir country.EDWARD SALOMON;Governor of Wisconsin. Cutler of the Gib regiment, who forwarded tbe names of ten non-commissioned officers selected according to the. suggestion of the Governor. From these Gov.
