Headquarters Department of Arkansas, \Little Rock, Ark., June 30, 1865. jGENERAL ORDERSNo. 68. 1: .Fop the information! and guidance of employers and freed people, it is announced, thatfreed persons may select their employers, but they are distinctly to understand that they must work for their living, I and after a contract is made and recorded in the office of the Superintendent of freedmen, it; is binding, and it must be lived up to by both employer and employee. The season is now so far advanced that freed people are advised to remain where they now are foa the remainder of this year. By the beginning of a new year, permanent regulations will be established by the Bureau of Freedmen. Persons having freed people iA their employ,will, as soon as possible, report in person to the nearest superintendent! of freedmen, and havetheir contracts with their employees recorded. T^hey will then be entitled to consideration, in base of violation of contract by their employees. Superintendents will be appointed immediatelyfor Camden, .Washington, Paraclifta, Arkdel-pbiru. and Monticello. 1 I HHH IHEFreed people will hot be allowed to congregate in towns, and about military camps, to waste their time in idleness, or uncertain means of obtaining a livelihood.
