Ponder Plant Action Must Await Surveyat iirWASHINGTON, Jan. 21.—CP)-Aides of Representative Rogers( D-Okla.) said today any proposals to locate TNT or ammunition loading plants in eastern and northern Texas or northeastern Oklahoma would have to await a survey report, followed by War department recommndations and congressional opropriations.Rogers’ office .was told Saturday the War department was surveying possibilities of placing such plants in the areas, including a T XT plant at Pryor, Okla., and an ammunition loading plant in Miami, Okla.An aide said when a report on the survey was prepared it would not be made public until it was submitted to Congress in an estimate of War department appropriation needs.
