ODC Leaders hereAre Military MenWhether civilian defense eventually fails into the lap of the war department or remains under nondefense leadership, the OCD as set up here, is under the direction of men with considerable military experience.Zanesville's defense committee is composed of Lieut- CoL Earl \V. Brannon, executive director appointed by Governor Brickcr; Capt. Walter E. French, Major R. H. Drake. Capt. Pvalph Cosgrave, Commander Clinton Kramer and Police Lieut. Fred Quigley.Many of the division chiefs are men who also are accustomed to the demands of military discipline. The importance of the military nature of the organization is recognized from the following description of the meaning of civilian defense:“A setup with weapons and other equipment logically placed at strategic points to safeguard the civilian population from aerial attacks by the enem, amplification and elaboration of existing fire j q, fighting units all o\er the country;! the construction of air raid shelters' with intelligent plans for their use. and the obtaining of gas masks and arrangement of hospitalization for casualties/’
