ARREST OF GERMAN SPY.New York, Feb. 25.—Richard P. Stegler, a native of Ctarmany^ who had signified his Allegiance to the United itates by taking out his first citizenship papers, was arrested yesterday for obtaining a fraudulent passport and was ccmunitted to the Toombs. Papers found on Stegler bear the signature of Captain R. Boyed, the Naval Attache of the Germfcn Embassy, and the personal representative in the City of Count Von Bemstoroff, the German Ambassador. Stoker made the statement to the Federal authorities, that Captain Boyed had asked him to go to England as an American citizeh, and locate a fleet of British Dreadnoughts believed to be hiding in St George’s Channel. He was to cable the information to New York when it was to be transmitted by wireless to secret German bases in the North Adriatic.THR SLAUGHTER IN THE EAST.
