THREE TELEGRAMS FROM OTI^Make No Rrfrrrnre to th* Taking cf(aiooraa. .Washington. Feb. 10. — Three telegram* were received by the war d parr-metu this morning from General Oil* at Manila. In the ffrst he said, in an-ewt r to inquiries of-th* w ar department. that the body of Catm White. Company B, Fir*t Colorado, had b.on recovered from the river. TV hite had been shot in the head. The second d.s-pauva said Corporal George 13. Wara-ktw. Utah Artillery, had been slightly wounded in the left ankle; condition good. The th.rd dispatch, timed Manila., 11 a. m., Feb. 10, ref rr lt;1 entitely to the purchase of some h *rs« s and other supplies and made no reference to th ^engagement with the insurgents.As Gtnerai Ous* lima are extended it becomes more d.fflcuit to keep up speedy communication between the American outposts and the oase at Manila, and he purchased 600 h »rses for this purpose. General Otis sa nothing at ail ab ut an engage ment and the exputsi n of the tnsurgen.a from Caloocan. The act*on at that point reported in the Associated i’reas dispatches exactly bears out the opinionof the officials of the war d.par.ment as to the course likely to be followed by General Otis in dealing with the insurgents in his front. It was believed that he would nut undertake a campaign of subjugation at th.s stage, but that he would not hesitate to attack and disperse any gat heel i.g of the insurgents that appeared to threaten another onslaught on his men, without waiting for another overt act on their part. In other words, he wou.d regard a gathering such as w as r*. ported to be going on at Caioocan, ab ut s x miles north of Manila, as jus.ifjing an instant attack upon the insurgents to prevent them from attaining a degree of strength that would make them dangerous. Viewed in this light, General Otis’ action really would be in the na* tiifv* 4*f defensive tactic®*
