S, High Commission in West Germany.A commission spokesman identified the man as Michael R. Rothkrug, 44, of Westport, Conn. He has been in the Berlin Army stockade since Aug. 2, while the Army and the State Department jointly investigated to determine how 'to proceed, against him. Rothkrug’s brother, Mark, also of Westport, has been notified that a trial is impending.Rothkrug, a naturalized American born in Belgium, was an Army lieutenant during World War II and later a civilian attached to military intelligence in Berlin.
