JAPS TO BE HELD IN MILITARY AREASThat Designation Given Relocation Centers in Arkansas, Coloradoand Wyoming. 1— -Washington, Aug. 81.—(/P)—Sec-J ^retary Stiinson issued a proclamation today declaring the war relocation centers near Cody. Wyo„Kohwer and Jerome, Ark;, and Granada, Colo.—in which Japanese evacuated from military zones on the Pacific coast will be Interned for the duration of the war—had been designated military areas.The centers are being completed and will house Japanese removed under orders of the western defense command at San Francisco. Guards tor Kacli Project.The effect of designating them as military areas will be the plac-? ing of a guard of military police around each project. No Japaneseliving inside a center will be per*? mitted to leave it without written permission from the secretary of war or the director of the war relocation authority, which administers the centers. No one but Japanese residents of the area.soldie^ on duty and employes ofthe authority will be allowed within the boundaries of a center without written permission.“By this, rule,” said an announce-? ment of the proclamation, f,the war department is carrying out a policy, announced some time, ago, that it would furnish protection for the Japanese within such relocationcenters in the form of an exteriorguard of military police; and thatthe same guard also would serve as protection for the districts, in which the centers were located.”The announcement said the war department had no part in the operation of the centers beyond providing the,, guard around them.
