The announcement from the war department that a woman has been appointed “presldente” of a town in the Philippines will cause rejoicing among the suffragists. Captain Julian Gaujot, of the Twenty-seventh volunteer infantry, who had the appointment to make, reported that he could not find a man capable to fill the berth, so appointed “a business-like woman” as chief executive in the town of Nova-liches. This appointment so far has been a success, and, notwithstanding the opposition of the men. she is making a first-class official.
