Nov. 18 CCF) — Amendment of the Olympic amateur definition to permit payment to athletes for time lost from work while competing is urged in a report submitted to the Amateur Athletic Union of Canada, Thursday, by Sydney Halter, of Winnipeg, second vice-president Through a difference of opinion of union officials the report was not submitted to the international Olympic committee as requested by J. W. Hamilton of Regina, union president ^Halter was appointed after the 1936 annual meeting in Begina as chairman of a special committee to report on broken time- He was re-appointed after the 1937 meeting in Montreal*His report contends many athletes are the sole support of their families and should not be caused i to lose income through absence from work for sports competition.Halter's report says he was requested by Mr. Hamilton to submit bis brief to the International Olympic committee • for consideration at its meeting in Cairo early this year. The report was sent to J,\G. Merrick, one of the Canadian representatives on the LO.C.r for transmittal to the Cairo meeting-Questions AuthorityKilter’s statement to the union Thursday quotes a letter from Dr. A. S. Lamb of Montreal, chairman of the union's track and field committee, questioning authority for the report and opposing its submissionto ’the I.O.C.A copy of Dr. Lamb’s letter was sent to Mr. Merrick, who wrote to ,Halter saying he had not sent the brief to Cairo because it was not properly attested.“As a result of Dr. Lamb's intervention and further by reason of Mr. Merrick's entirely mistaken comprehensions, the brief failed to reach the Cairo meeting and the wishes of the A.A.U. of C. expressed unanimously in 1936 and reaffirmed in 1937 were disregarded/1 Halterrs statement said.“Dr. Lamb was utterly incorrect!, in the exceptions taken by him.
