(CP) At least four of the 11 Canadian Amateur Hockey Association branches were expected to vote today on a proposal to divide junior hockey into two levels of competition. 'Other delegates to the CAHA annual meeting indicated approval of the two-tier system but some were opposed to apart of the proposal which would give $100,000 in development funds to the Western Canada League.The proposal, presented Wednesday to junior congress by the CAHA board of directors,goes before the plenary session today.In other developments Earl Dawson and A. J.
