(AP)—The Northwest Territories won it and northern residents celebrated heartily as the first Arctic Winter Games ; ended Friday night.“We’re leaving behind a legacy of people who are, or have been, involved and certainly now committed to the positive values that flow from sports competition,” said Lou Lefaive, director general of the fitness and amateur sports directorate of Canada.Lefaive, who said the 1972 Games will be held in Whitehorse, Y.T., participated in closing ceremonies on Frame Lake, in the west end of Yellowknife, capital of the N.W.T.More than 3,000 spectators in this city of 6,500 witnessed thecolorful display as the N.W.T. was presented with the Games’ flag for amassing the most points in the five-day event.The N.W.T. collected «1 points compared with 529 by Alaska and 410 by the Yukon.The N.W.T. had 35 gold medal winners, 16 silver and 10 copper while Alaska picked up 25 gold,18 silver and 22 copper medals.The Yukon had seven gold medals, 24 silver and » copper.Winners of each of the 10 events received ulus in gold, silver and copper, bearing three interlocking clrcles-symbol of the Games.The UIu is a crescent-shaped knife used by Eskimos for skinning and cutting whale and seal.Lefaive also announced that the 1974 Games would “probably be held in Fairbanks, Alaska ” They are to be held every two years.JUNEAU (AP) - The Secretary of Interior has been asked to “eliminate any possible inference” that a native suit is responsible for delay in issuance of construction permits for Alaska's 800-mile oil pipeline.The request was made Friday by Sen.
