Emmsfined $1,000TORONTO (CP) - Mark Napier was ruled eligible Wednesday to continue playing with Toronto Marlboros while St. Catharines Black Hawks officials were handed stiff penalties for their protests of Napier's pro contract.Clarence (Tubby) Schmalz,commissioner of the Ontario Hockey Association Major Junior A series, suspended Black Hawks’ owner-manager Hap Emms for the remainder of the season and fined him $1,000.Schmalz, in conjunction with OHA president Cliffe Phillips, also Hawks'coach Paul Brim.
