Eagleson making progress with IIHFered a “no” vote, now onlySERMIONE, Italy (CP) -Alan Eagleson cleared one hurdle Tuesday in his efforts to pave the way for the Canada Cup to become a tournament sanctioned by the International Ice Hockey Federation.The IIHF voted to change its system of tabulatingvotes taken by those present will decide an issue.The change clears the way for a proposal to be made to the congress later this week which would make the Canada Cup, similar to a tournament first held in 1976 when Canada was able to use itstional committee and a voting delegate at IIHF meetings, said he was appalled at the voting procedures,“It is the first congress I have attended officially and I could not believe it,” Eagleson said. “As a former member of the Ontario legislature, I found it difficult to understand their voting procedure,” he said.“In effect, they counted the abstentions in their votes as nos. That meant that if my proposal had 31 yeses and only one no along with 31 abstentions, it would be defeated.”There are 63 voting delegates here from 30 countries. At Eagleson’s suggestion, the delegates voted Tuesday morning to accept a simple majority vote providing at least three-quarters of the delegates are present.Eagleson and other Canadian hockey delegates here were concerned that countries in the B and C pools would abstain from voting since Eagleson’s proposed schedule of major events, which already has been endorsed by the IIHF executive, does not affect them. Canada plays in the A pool.If the Canadian proposal is accepted by the IIHF in a vote expected Friday, next year’s world championship in Moscow in April would be followed by a Canada Cup in September 1979, the Olympics in 1980, world championships in 1981 and Canada Cup 1982, followed by the worlds in 1983, Olympics 1984, worlds 1985 and Canada Cup in 1986.Eagleson and Canada’s other official voting delegate here, Gordon Renwick of Cambridge, Ont., agreed such a format would ensure Canada's best players wouldbe available for international tournaments every four years and that the profits from these toumeys would go towards financing Canadian teams at the world championships.Only personnel from teams that either fail to make the National Hockey League or World Hockey Association playoffs or are knocked out in the first round are eligible to play for North American teams at the world championships while the Canadian and U.S. Olympic teams must come from amateur bodies.best players, an official IIHF votes at the congress in ses- tourney every four years, sion here.
