Reinstatment Draft Nearing Final StageswtVANCOUVER (CP) — A proposed agreement which 'provides new rules for reinstatingprofessional hockey players as amateurs is in its final drafting stages by the National Hockey League, it was learned Friday.“Once drafted, it will be sent back to us for approval/' said Fred Page of Vancouver,, president of the Canadian Amateur Hockey Association.The proposed five-year contract between the CAHA. and the NHL will replace a 10-year contract which expired June, 1967.Under the proposed agreement, a professional has the right, after sitting out twocomplete seasons, to apply for amateur status without the consent of any professional club.A review board will hear special appeals from those who haven’t fulfilled the two-year wait If all members agree, the board will have power to reinstate a professional to amateur rank without the two-year sit-out.Page said in an interview he hoped to have the draft in time for the CAHA’s semi-annual meeting Jan. 21 in Winnipeg. Then it could he ready for ratification by the annual meeting in May in Saskatoon.A rough draft of the agreement approved by the CAHA atan October meeting in Toronto provides for a universal draft of all over-age junior players — players over 20.Under the draft system, NHL clubs will pay the CAHA $3,000 a player and, minor professional clubs will pay $2,000, Page said.Pro sponsorship of amateur teams will be ended under the proposed agreement, he said.
