Capone, the sang chief, was blamed by city* councilmen today for a baneful gesture toward forcing the establishment of a city bureau of plumbing which he and labor leaders would control.The report of Scarface ATs attempt to “muscle in” on city hall patronage came in the wake of a purporaed peace agreement said to have been reached last night between Capone and other gang leaders by which they were to pool their interests and split the jack pot that would result from monopolized control of liquor, vice and gambling in Chicago.However, almost at the time the supposed peace parley was in session, a gangster was slain by a machine gun detail in customary gangland fashion. The victim was Joseph Blue (or Blew) reputed mail robber, safe blower and more recently bootlegger, who was pierced by six machine gun bullets as lie raced his automobile in a vain attempt to out-speed the assassins.Discovery that Blue had been a suspect in the $500,000 Union station mail robbery of January 18, 1921, caused police to seek former confederates of the slain man, including Fred Burke, suspect in the Moran gang massacre of Valentine, day, 1929. Recalling that $1G6,000 of the loot was never accounted for, Chief Postal Inspector K. D. Aldrich suggested that Blue may have uncovered some oC the money since his release from Atlanta prison last January and had held out on his accomplices.
