Esquivel Inauguratedin CeremonyMEXICALI, Mexico UP) — As thousands of soldiers stood guard, Eiigio Esquivel Mendez was inaugurated as the second governor of Mexico's newest state.There had been ominous reports that Sunday's festivities in this border city might be marked by political riots. But there was only one brief demonstration by members of the opposition party, and it was halted quickly and bloodlessly.* * * * t vESQUIVEL, a 51-year-oldAnti-Red Bishopat MexicaliIcivil engineer, succeeds Brau-lio Maldonado as chief executive of the six-ycar-old state. Most of the state’s territory is on,the arid and mountainous peninsula of Baja California.Members of the opposition Party of National Action (PAN) charged that Esquivel's side, the Party of the Revolutionary Institute, stole the election by fraudulent counting of ballots. A protest march by 100 PAN members was’ launched from the party’s headquarters, hut troops*quickly shoved the marchers back into the building and barricaded the doors.
