L’hey accordingly receive all imaginable marks of res-iect on their estates from the nobility and bojars, who eem resolved publicly to oppose Prince Stourdza, but in uch a manner as not to endanger in the slightest de-;ree the tranquillity of Moldavia. It seems that the loble opposition contemplates nothing less than the de-losition of Prince Stourdza, who, according to the regu-ations made by the Emperor of Russia, as Protector of he Principalities, in concert with the Porte, should etain his high office for life. Accordingly, in con-^rmity with the.* regulations, and strictly deserving theight given them by the nobles, no fewer than 150meme uujiaiuuuauie llv:nu5cutl'mail-packets seem to be conducted. It really seems as though no importance were attached to this service. We are still without our Dutch letters of last Tuesday, and, though it is scarcely credible, I am assured that it is to be attributed to the want of a packet to carry the mail! Can such proceedings be tolerated ?Your obedient servant,Lloyd’s, Feb. 13. A DUT H MERCHANT.AMERICAN BANKS.It has long been a matter of considerable interest with the capitalists of this city to ascertain the new form which the Bank of the United States was likely to take on the expiration of its charter, for it was not to be imagined that an establishment possessed of so much valuable business, and enjoying so high a state of credit throughout the Union, would be broken up and its capital divided amongst its shareholders, because it no longer retained the custody of the Government deposits. This point seems at length to be in progress of settlement.By late letters from New York, it appears that there is a bill before the legislature of the state of Pennsylvania, which is likely to become a law, granting a charter for 30 years to all the stockholders of the Bankof the United States, except the Government of the United States, for a new bank at Philadelphia, under the title of “the Bank of the United States” (exactly the same title as that at present existing), on the following conditions:—1. The payment to the state of Pennsylvania of a sum of 2,000,000 dollars.2. A permanent loan to the state of 6,000,000 dollars against certificates of stock reimbursable in 1866 ; the stock to be taken at par if bearing 4 per cent, interest; at 110, if bearing 5 per cent.3. A temporary loan of 1,000,000 dol. at 4 per cent., not to exceed 12 months, whenever the State may require it.4. That the new bank should subscribe to certainrailroad and internal navigation companies, if requested by them, to the extent of 550,000/. The above bonus of 2,000,000 dol. and the loan to the State, are to be applied to objects of internal improvement. The capital of the now existing Bank of the United States being 35,000s000 dol. and the shares of the Government amounting to 7,000,000 dol. the new bank will have a capital of28,000,000 dol. from which are to be deducted the bonus and advances to the State above-mentioned. The shares had, it appears, risen about 9 per cent, from the expectation that this charter would become a law.Banking is evidently a prosperous trade in most parts of the Union, and it has become a much more safe one since the reform in the currency and the introduction of a gold coinage. The Planter’s Bank at Natchez has declared a dividend of 5 per cent, for the six months ending the 31st of December ; the New Orleans Canal and Banking Company a dividend of 4 per cent.; a similar dividend of 4 per cent, for the proceeding half-year was expected to be declared by the Louisiana, the Commercial, the Mechanics’, and the New Orleans City Bank. The Government of Florida issued about a year ago bonds for 1,000,000 dol., bearing interest at 6 per cent., payable in New York and in London. These bonds were issued for the purpose of supplying capital to the Union bank at Florida. An account has been published by this institution showing that their surplus profits, during the last year (after paying the interest on these bonds), applicable to their redemption, amounted to 52,000 dol. The profits of banking business in the South are so striking, and the propriety of appropriating a large portion of them for public purposes so generally admitted, that it does not seem likely many charters will in future be granted in that quarter without securing this object.— Times._The late Queen of Naples, whose premature death has been announced, was only in her 24th year, and was the fourth daughter of Victor Emanuel King of Sardinia. By her marriage she was related to the Duchess de Berri, the Queen Regent of Spain, the Grand Duchess of Tuscany, the Duchess of Braganzaa, and also to Prince Charles Frederick of Capua, whose recent elopement with Miss Smith has created so muchnoise.Namik Pacha is now recovering from his late dangerous attack of the typhus fever, and will soon resume his command of the marines. This corps has been considerably augmented and rendered more effective since it has been at his disposal; and there is little doubt that it has been organized with the view to an expedition against Syria or Egypt, in event of which he will accompany them in the spring.—Correspondent of the Morning Chronicle.
