(C) 1967 New York Times MOSCOW ~— Twenty -three years after they were rounded up at gunpoint and herded into exile in Central Asia, half a million Crimean tatars have been exonerated of a wartime accusation that the entire popu lation collaborated with Nazi in vaders. The exoneration, which ends the enforced exile, was disclosed in newspapers of the Central Asian Republic. The decree of the presidetum of the supreme Soviet (Parliament) has not yet been published in Moscow. It was adopted six days ago. The Crimean tatars, rem nants of the golden horde that held sway over Russia for centuries, were the last of half a dozen exiled Soviet mi norities to be rehabilitated since World War II. Ihe Moslem minorities of the Northern Caucasus and nearby plains were absolved in 1956 of charges of collaboration with the Germans. These peoples, totaling about 1 million, were the Bal ikars, the Karachas, the Kalmyks, the Chechen and the Ingushi. Driven From Homes A million and a half German settlers along the Volga River also were driven from their homes into exile in 1941 as the Nazi armies swept eastward. The legal rights of the German minority were restored in 1965, but their former autonomous republic was ‘not reestablished. Although the Crimean Tatars ‘have been freed of exile restric tions, they will not recover their former homeland. The Crimean Penisula, a popular resort area in the Rick Sea, is now part of the Ukrainian Re public. _ Asked to Remain Now living mainly in the Uzbek, Kazakh and Tadzhik Republics, the Crimean Tatars will be encouraged to remain in their present homes. The supreme Soviet decree orders Local Central Asian govern ments, to extend “assistance and cooperation to the ‘Tatar ‘nationality in developing eco nomic and cultural life in ac cordance with national in terests and traits.” The decree condemns the “in discriminate accusation” against all Crimean Tatars. It adds that a “certain segment” of the Crimean Tatars did col aborate with the Germans but acknowledges the banishment of the entire people as unjust. German Occupation The Crimean Tatars were an idea German occupation for three years. The Germans overran the territories of the ‘other exiled Moslem minorities. In the Northern Caucasus, in August, 1942, The Soviet ‘coun terattack at Stalingrad , later that year forced the Germans ‘from the Caucasus. Soviet sec urity troops rounded up the mi _ and transported them to exile.
