Jews And Arabs Request ed To Submit Formal Opinions JERUSALEM, May 21.—(?)—The in ner Zionist council considered today a proposal by the United States and Britain that Jews and Arabs submit by June their formal opinions on the British-American inquiry committee's report recommending that 100,000 Jews be admitted to Palestine. The Arab higher committee will con sider the proposal as soon as Jamal Effendi Husseini, chairman, returns from Damascus, where he has been conferring with other Arab leaders. Spokesmen for both the Jews and Arabs protested, after their formal opinions were requested yesterday, that they already had made their po sitions clear. “Such a request, which means an other month's delay on implementa tion of the report, could have been made when the report was published three weeks ago,” a spokesman for the Jewish agency said. “We have made it plain from the outset that we accepted some recommendations and rejected others.” Dr. Izzat Tannous, member of the Arab higher committee, said: “There are certain things in the report itself we accept, but we refute the recom mendations entirely because they are biased and unfair.” A statement by the United States government urged that the formal re ports from the Jews and Arabs be “of a constructive nature insofar as possible.” It pointed out that the recommendations of the joint inquiry committee were merely advisory and “not binding.” “The government of the United States will give equally careful con sideration to the views of governments and organizations which it is now con sulting,” the statement said. “Judg ing from preliminary reactions to the report in various quarters, criticism may be expected.” The statement said that the interest
