By Lisa Boykin Batts Times Life Editor Lucama resident Vollis Simpson will receive the high est civilian honor the state bestows Nov. 10. Simpson, whose whirligigs have drawn worldwide ac claim in the arts community, will be honored with a North Carolina Award for fine arts, administered by the N.C. De partment of Cultural Resourc es. The awards ceremony is at the N.C. Museum of History. Others receiving the award are Charles E. Hamner Jr. of Chapel Hill and H. Martin Lancaster of Raleigh, both for public service; Trudy FC. Mackay of Raleigh for science; Ron Rash of Cullowhee for literature; and Branford Mar salis of Durham for fine arts.
