WASHINGTON (UPI)—Philip M. Bailley, who was charged with operating a prostitution ring that involved women who worked on Capitol Hill and at the White House, has pleaded guilty to one count of transporting women for immoral purposes. In return for the plea Friday, the U.S. Attorney's office dropped a multicount indict ment against Bailley that purported he had operated a prostitution ring. The charges dropped alleged the women used by Bailley, an attorney, included secretaries who worked for congressmen and a woman attorney in the Office of the President. When Bailley was arrested in June, police confiscated photo graphs that they said showed as involved in sexual acts. Bailley allegedly took the According to the charges dismissed, Bailley, 29, dated attractive young women who had just been divorced or had other recent romantic letdowns and used drugs and alcohol to seduce and photograph them. He then allegedly showed the photos to men who would date the women. Baisley denied that he was involved in prostitution, saying that he had dated the women and taken what he called “playboy” photographs for his personal enjoyment. Bailley faces a maximum sentence of five years in jail and a $5,000 fine. He was freed on personal bond pending a presentencing report.
