By MICHAEL FAY Citizen Keys Reporter MARATHON — The Monroe County Zoning Board said “no” here Wednesday to a Cudjoe Key bar and package store planned by Whitney and Linda Papy. On a motion made by Mary Lin Johnson and seconded by Peter Bacle, the Zoning Board voted 3-2 to deny the Papy’s request for a zoning change to medium business district use for their Cudjoe Key property in Culthroal Harbor Estates. Zoning Board Chairman Gene Rhodus and board vice president John Stormont voted in favor of the change. The vote automatically killed a second zoning request by the Papys to allow the sale of beer, wine and liquor for consumption on or off the premises of the planned bar and package store. Milford Gossard of Cudjoe Shores presented the board with a petition signed by 88 Cudjoe Key residents, he said opposed zoning board ap proval of the Papy’s plans. Gossard complained that the proposed site for the bar and package store is next to a school bus stop on a dangerous curve on U.S. 1. Voting against the rezoning, Johnson, of Cudjoe Key, said ‘he change would be “strip development, ’ a type of zoning prohibited by county law. Also voting against the rezoning, Karen Sunderland cited strip development as the reason for her ‘‘no”’ role. In other zoning business, the zoning board approved unanimously a zoning change for Philip Dobert and James Malgral to store boats on a piece of Big Coppin' Key properly. A request by John and Beatriz Duke for rezoning to business use from general use for a single lot in Tropic Island Ranchettes on Big Pine Key was withdrawn by the County Zoning Department. Because the lot is within an area just deemed a com mercial real estate development tract by county zoning department director Dr. Jeff Doyle, the Dukes’ dropped their rezoning request in light of the county’s moratorium on new major development projects. Many Tropic Island Ran chettes lots became the subject of controversy recently when Doyle and the commission pulled a permit for the Big Pine Key Flea Market on a lot within the major development tract. In recent days, however, Doyle approved the flea market for its original site in the tract but ruled that the major development tract in Tropic Island Ranchettes would retain that zoning status, Doyle said Wednesday that flea market operator James Young had only to sign off on the agreements that was worked out between county officials and Young, after Young sued Doyle and the county for reinstatement of his revoked flea market permit.
