Watson said in my presence that then, or at any other time after the war, he could give satisfactory proof that George B. M’Ulellan, of the i'ederai army, at the outbreak of the rebellion and during the preliminary arrangements-for the organization of the Confederate army, had offered his services to the Confederate Government, but that as the Confederate Government had resolved to give rank in preference to officers formerly in the United States service, according to seniority of rank, they could not give to M’CLellan what ho desired, as other officers ranked him in seniority ; and that M’Clellan having become offended at this, then offered his services to the United States.lu December, 1802, I had occasion to call on Governor Shorter, of Alabama,Who Begun tlie War?It seems almost absurd to ask such a question at this time, whoa it is a matter of notoriety all over the emtized world that the rebels look up arms against the Government, captured the United States forts nod arsenals, aud sot up an independent Government, before we fired a shot. A stranger to our affairs, on hearing them, would certainly suppose that Mr. Lincoln had grievously oppressed the rebel States, and driven them to secession. lie would never dream that before Mr. Lincoln took his seat some of the rebel State3 seceded, seizing all the forts, arsenals and munitions of war they could possess themselves of, and that the Montgomery constitution was also framed anu adopted before he came to the Presidential chair.
