Further evidence that local folks should not give aid to itin erant solicitors on the street or from houses to house, is seen in the communication received today by George Koechig, secretary of the Santa Paula Chamber of Com merce, from the Department of Social Service of the City of Los Angeles with reference to ‘The Gospel Army,” whose solicitors frequently ‘‘make” this city. The “information card” sent to Koechig contains the information that “The Gospel Army” is located at 629 Crocker street, Los Angeles, and is being conducted by means of paid solicitors asking for money and salvage articles, for the pur pose of conducting salvage stores at 1100814 Main street, 1118 E. Seventh street, 2929 E. First street, 3869 Brooklyn Ave., Los Angeles. It further states: “Commissions or expenses to solicitors and oth ers are $2 daily to solicitors, $20 weekly and free living quarters to managers.” As to the percentage of money that goes to the cause the report says: “There is no effective sys tem to insure that money paid so licitors goes to the cause. It is claimed that most of the articles collected will be sold and one-third of the proceeds used to support the missions and other religious ac tivities of the Gospel Army and two thirds of the proceeds used to give employment where it will do the most good. Some of the arti cles collected will be sold at low prices to needy persons. The Gos pel Army has no membership.” “It is a ‘one man’ organization, the report continues, “controlled by W. E. Mobley. He appoints and dismisses all officers. His accounts and records in the past have been indefinite or unkept. He received 10 per cent of the gross income of these salvage stores less the wages paid. “The activities of the ‘Army’ and its solicitors have frequently been the subject of concern and ques tion by various public officials. It has no connection with the Salva tion Army. There are already in this city sufficiently well managed salvage agencies to properly care for the needy provided these or ganizations receive support. These agencies are better equipped and experienced to efficiently perform this work than is ‘The Gospel Army.’ “The Mountain View Home for Women” also operates under the Gospel Army’s name. It cares for about 10 women, usually solicitors and pays 10 per cent of its collec tions to W. E. Mobley.” A few days ago Chief of Police Edwards ordered a_ solicitor for the “Army” to leave Santa Paula. The report justifies his action, Koechig declares.
