The following Californians are at the hotels here: M. Salisbury and wife, Ed ward Eldred, George W. Alger and Edwin A. Cress of San Francsco. Senator Squire of Washington is at the Arlington Hotel. The Navy Department is having a hard time in coming to a conclusion concerning the award of the contract for the construc tion of a drydock at Port Orchard, Puget Sound. The contract involves about half a million dollars, and the department is pro ceeding very slowly and cautiously. There would be no difficulty in determining who is the lowest bidder but for the offer of J. M. Phillips of San Francisco, who stipulated on his bid that $2 additional must be paid for every shod pile used. A Navy Department official said today that that there was no way of determining how many shod piles would be required until they were actually driven. Mr. Phillips’ bid would be the lowest but for the proviso he makes concerning piles. Mr. Phillips is now in the city. Senator Squire came all the way from Washington State in the interest of having the contract awarded to home industry, two Tacoma firms having submitted bids. The Judge Advocate-General says the contract may not be awarded for nearly a week yet, and possibly longer.
