It i6 confined wholly to the specific measures for which •he session was called, and these measures it treats in so concise and intelligible a manner, and urges them upon such obviously just grounds, that the best argument for them » in the message itself. Wo cordial-)j approve its recommendations, and hope the legUIatnre will speedily perfect the laws necessary to give them effect. The present emergency is no time for hesitation os to vigor in the prosecution of the war or the adoption of means necessary to self-defence, or timidity in furnishing the means necessary to meet the expense.The Trn. Sign or Military Vigor.It would natarally be supposed that in times of disaster to the Union arms, the president wonld think of the aid to the cause which might be obtained by emancipating the slaves. In honr8 of adversity the nation ought look around for friends, and who would more likely lead us a helping band than the four millions of bondmen who hope for the boon of freedom at our hands?Perhaps the President does think of this matter, but he does not act, and thought without action is dead. Those who are specially the defenders cf all that the administration does, and every thing it does not do, tell us that it would be ridiculous to issue proclamations of freedom, now, when we are beaten, and the enemy in triumphant force at the very doors of the capiiol. So, according to these apologists of do-nothing, now is not the time: wait awhile till we have power to enforce a decree of emancipation, say they.But we shall hear these same persons, on occasions when the armies of the Union are victorious, reason somewhat in this way; “Now that treason is put down in this region, a proclamation of emancipation in useless, because we do not need the aid of the Blare—we have defeated the rebels without them; let us conciliate the alaveLolding rebels who have “ taken the oath,” so that they will he friends, and become again obedient citizens; if we abolish slavery now, we shall exasperate them so that they will rebel again j let us, who hate proclamations, issue just this one, of amnesty for all past offences: we then shall induce repentant traitors to vote with us in the gieat Union party which wo are forming-”In this way it will be perceived, that this class of ultra conservatives, mean to get rid of emancipation altogether, and of all punishment of traitors. They arc willing to risk the very existence of the government to see if they cannot put down the rebellion without destroying slavery. No natter what ruin and devastation of life »nd property stores us in the face, they ere ookiog forward to ;ho poliikal status of he rebels, “ after the deluge.” Until this daa ia driven out of the braius of our pres-deat and his cabinet, if it exists there, as t doe3 in the thoughts of their most np-sroved defenders, the same series of diaas-isters will follow our arms. Emancipation nay not now ba able to sare us ; it may be oo late, because tie four millions of slaves ire lo3'lDg all confidence in us, but we de-are to see it adopted as the policy of the idministratioa, becauec it would ba a sign f vigor, an index to tell ua that earnest, t03panng war is to be waged upon the vile raemies of our country. And until we see his sign, we shall have doubts of the thor-«sgh determination of our military authorises to use every menus allowed us by the awsofwar. Nichols of this city has been commissioned as quartermaster of the 33d regiment, and summoned to Madison immediately to receive instructions, e. Mr. Nichols has been the agent of the American Express Company in this city for several years past, and managed his office with ability and success. His appointment as quartermaster is a snre guarantee that the 33d will be well taken care of, so for as depends upon him. We wish every regiment could be as fortunate in that important office.
