The Charges Against Mr. Rutherford.Wo stated yesterday that Mr. Thomas (5 Rutherford, Superintendent of the House of Refuge, had been accused of certain practices alike discreditable to himself and injurious to the institution, and that the Exutivo Committee of the Board of Managers of the House of Refuge had been engaged in examining into the charges. The examination was continued yesterday, and brought lo a close in tho afternoon. ^Vo cannot give tho naturo of the facts brought out, but the following resolution ol tho committee was tho ilnal result of tho investigation :Ttccolved, That the Presideht bo requested to call a special meeting ot the Board of Managers for the purpose of submitting to t-aid Board the proceedings of this investigation, with a copy of all the testimony taken, and that in the meantime Mr. Rutherford be suspended from his office.A meeting of the Board of Managers has been called for Thursday, when tho testimony taken hf the (Jouimittco will be laid before them, which will probably determine their minds as to the acceptance of Mr. Rutherford's resignation or his disgrace and discharge. It would be only fair to the Superintendent that public opinion be suspended until the Board sbull have taken Action, as it is possible he may be able to clear up the very serious charges made against him. • -—Just af we go to press, we learn that Mr. Rutherford was arrested last evening, and brought up. to tbe Mayor’s office, where he would probably remain until this morning. Ho was at midnight in a private room, in charge of an officer. He was arrested upon tho affidavits mentioned yesterday, and it is rumored that the action of the Mavor was precipitated by information that Mr R. was pack ing up his movables, preparatory to leaving the city. We cannot say whether this bo the fact or not, but so we are informed.
