It was moved that the following res olution be adopted: Be It Resolved, by the Board of Su pervisors of Polk County, Iowa. That the consent highway petition filed by the trustees of the Jennie E. Day estate, and trustees of Saylor town ship, Iowa, asking for the establish ment of a highway 40 feet wide, be ginning at the northwest corner of the southwest quarter of Section 1, Town ship 79 north, Range 24 west of the 6th pP. M., Iowa, and running east 160 rods and eee at the center of said Section 1, the highway being 20 feet wide on each side of the line described herein, be and the same is hereby ap proed and accepted and the county auditor is hereby instructed to place the same of record and give the notice as required by law. And be it Further Resolved, That the contract filed in connection with the said petition by the Chicago Northwestern Railway company be ap proved, and the chairman of the board be authorized to sign the same in the name of Polk county, Iowa. The county auditor is also instruct ed and directed to draw a warrant on the county fund for the costs in said case as are now charged on the dockets in the office of the clerk of the district court not to exceed the sum of $49.60. James Parker to pay all costs incurred by him for attorney fee and for preparing and printing of his abstract and argument on appeal, and he to relinquish to Polk county all claim he may have to any and all of said maps taken from him in said ac tion and for any and all copies of said maps made by Polk county or by the city assessor of the city of Des Moines. It was moved that the following res olution be adopted: Whereas, A petition has been filed with this board of supervisors asking for the levy of an annual tax within Polk county, Iowa, for the establish ment and maintenance of a public hospital to be located within the city of Des Moines in said county, and that there be expended in the building of said hospital the sum of $100,000; and Whereas, Section 409 a et, seq. of the 1913 Supplement to the Code of Iowa provides the method for the levy ing of such tax by submission of the proposition to a vote of the people; now, therefore, Be It Resolved, by the Board of Su pervisore of Polk County, Iowa, That the chairman of the board and the county auditor of said county be and they are hereby directed to cause the proper notices to be given for the sub mission of the proposition to the vot ers of Polk county, Iowa, for the levy ing of a tax upon the assessed prop erty of said county of three-fourths mills on the dollar for the period of twenty years which tax shall be for the issue of county bonds to rovide funds for the purchase of a site and the erection thereon of said hospital and hospital buildings and for the support of same, and that such prop osition be submitted to a vote of the people of Polk county, Iowa, at a spe cial election to be held October 15, 1917, and do all other things pertaining to said proposition as by law pro vided. It was moved by Saverude, seconded by Stewart, that the specifications for the paving of the Beaver Avenue road, include a specification for asphalt and bibhulith and other materials so that competition on the same may be in creased. It was moved that the following res olution be adopted: Whereas, The war department of the United States of America has or dered that the Thirteenth Divisional Cantonment be established at Camp Dodge, Polk county, Iowa, and Whereas. The work of constructing the said cantonment has been com menced and is to be completed on or about the first day of September, A.D 1917, and Whereas. Upon the completion of the said cantonment the government of the United States of America will quarter there for purposes of training some 45,000 troops, and Whereas, The said troops will be quartered at said cantonment for an indefinite period of time, during which period of time it will be necessary that said troops be properly fed, cared for and maintained, and Whereas, on account of the estab lishment of said cantonment as afore said it has been estimated that the average daily traffic on the Beaver Avenue road leading out of the city of Des Moines, Polk county, Iowa, to said cantonment will be between 15, 600,000 and 25,000,000 eec. and Whereas, The road leading from the end of the pavement on said Beaver Avenue road in the city of Des Moines, Polk county, Iowa, to the cantonment must of necessity be improved and placed in such condition as to render it capable of taking care of the in creased traffic aforesaid and to make it passable at all seasons of the year, one bare mission . Recommendation of the county engineer for the construction of an overhead crossing on the Beaver Ave nue road over the track of the Inter urban Railroad company received and approved. It was moved that the following res olution be adopted: Whereas, A petition has been filed with the board of supervisors of Polk county, Iowa, asking that the high way leading through the towns of Cummings and Orilla to Des Moines, Iowa, the more particular description of which is as follows: Beginning at the southwest corner of the City of Des Moines, Iowa, thence south through the center of Sections 23 and 26, thence along the north line of Section 35, thence south to the center of Section 34, thence west one-half mile, thence south to the county line, in the civil township of Bloomfield, be included in and made a part of the Polk county, Iowa, road system, and Whereas. It is the desire of this board of supervisors to hold a hearing upon the petition; therefore Be It Resolved, by the Board of Su pervisors of Polk County, Iowa. That a hearing will be held upon the peti tion referred to herein in the room of the board of supervisors on the 13th day of August, at 2:00 p. m., and that the said hearing be for the purpose of receiving arguments for and against the establishment of the highway mentioned as a part of the county road system and that the county audi tor be authorized and directed to pub lish notice of said hearing in the offi cial newspapers of the county, one in sertion each. Be It Further Resolved, That a hearing will be held upon the petition filed asking for the establishment of the road omteneecy from the Mt. Hope cemetery one-half mile south of the limits of the town of Madrid and ex tending east to the limits of Sheldah, Iowa, said hearing to be held at the room of the board of supervisors at 2:00 p. m., August 13, 1917, for the pur pose of receiving arguments for and against the establishment of said highway into the county highway sys tem, and that the county auditor be authorized to publish notice of said hearing as by law provided, Motion carried unanimously. That beginning with July 1, 1917, the price paid for men with teams who are in the employ of Polk county, be fixed at 60 cents per hour; men working on roads single handed at 30 cents per hour, and on bridges 25 cents per hour; and that the county engineer be authorized and instructed to certify all bills for labor at the prices above named and to correct all bills ahead paid for such work since July 1, 1917, so as to agree with the above schedule. Also, beginning with June 15, 1917, the mileage allowed the county engineer for the use of his own automobile when used by him for county use be fixed at 12% cents per mile, and be ginning at the last named date the salary of Ralph Boyle, draughtsman, be fixed at $1,300.00 per year Motion carried unanimously. That the application of the Saylor Coal Coal company for leave to extend an electric transmission line along cer tain highways in Polk county, Iowa, as indicated and set out in the appli cation filed by the said company un der date of June 8, 1917, be and the same is hereby prestes and that said company is hereby granted permission to extend an electric transmission line along the highway referred to in the said application, said permission be ing granted provided that the said company construct the said line in ac cordance with the requirements and provisions of the statutes of the State of Iowa, said grant to continue for a period of twenty years from the date of the adoption of this resolution, and provided further that the construction of said line be first @ proved by the sunty engineer of Polk county, Iowa and provided further that the sat Saylor Coal Company file proof of subsection of the notice of the hear ing on the said application Motion carried unanimously.
