An Offerto ArbitrateOwing to the fact that the present industrial struggle Is detrimental to the best interests of the employers and the employes, to say nothing about the public or the interests of the city, the executive committee 'of the Button Workers” Union has forwarded the following letter to Mr. H. W. Huttig and requested him to submit itto the Button Manufacturers’ association, of which he is president, in the hope -that a solution of the present difficulty may be found:Muscatine, Iowa, Sept. 13, 1911. Mr. H. W. Huttig,Muscatine, Iowa.Dear Sir:-—We respectfully submit the following proposal to you, as the president of the Button Manufacturers' association, with the request that you lay it before the button manufacturers of Muscatine in the hope that it may appeal to you and them as a feasible leth'od of settling the disputes that exist now or may hereafter exist between the workers and their employers.As a means to settle the present controversy and ail subsequent differences that may arise, we ask that ail the workers now on strike be reinstated and that the points now in controversy and all differences that may hereafter arise be left to a board of arbitration composed of one member selected by the . Button Workers’ Union from among its membership, one member selected by the button manufacturers from among the membership of their association, and theseiUtwo to select a third party who is not interested in the button industry. The third party to be selected by choice of the first two if possible, by lot itnecessary.All findings of the board to be binding on both parties, in case of the violation of the findings of the board by a worker or workers, those so doing shall be expelled from the industry, and any employer violating the findings of the board shall be expelled front the employers’ association.We are sincere in this offer, it will prevent strikes and lockouts and give back peace to the industry.
