Transferred From Juarez to Laredo and From Attorneyship to Judgeship Senor Romero, the federal district atorney in Juarez, has been appointed federal district judge in Laredo and will leave in a few days to assume the duties of the office. Readers of The Herald will remem ber a series of incidents, an acount of which was published in these columns a few weks ago, in which Consul Mal len and Senor Romero were the prin cipal actors. The affair led to a com munication with President Diaz and re sulted in the promotion and transfer of the attorney to another court. It was at first announced that Mr. Romero would go to Oaxaca, in the southern part of the republic, but a recent vacancy in the judge’s office at Laredo made it possible for him to re main in the northern part of the coun
