SIR,Your Excellency’s mostObedient and humble servants,GEORGE WASHINGTON, President.By unanimous order of the Con-vention,His Excellency the President of Congress.WE, the people of the United States, in order to form a more perfeft union, establish justice, insure domestic tranquillity, provide for the common defence, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establishthis Constitution for the United States of America.ARTICLE I.0 ' / thirds, expel a member.Each House shall keep a journal of its proceedings, and from time to time publish the same, excepting such parts as may in their judgment require secrecy j and the years and days of the members of either House on any question shall, at the desire of one-fifth of those present, be entered on the journal.Neither House, during, the Session of Congress, shall, without the consent of the other, adjourn for more than three days, nor to any other place than that in which the two Housesshall be sitting.Seft. 6.
