SEDALIA, Ma. (API—A pro posed Sedalia city charter was defeated 3,388 to 1,764 Tuesday. Under the Missouri Constitu tion cities of 10,600 population or above can adopt such chart ers. Broadly speaking the chart er voted on Tuesday would have provided greater powers of “home rule’ than is possible under state statutes. It would have provided the addition of a city administrator to the prese nt form of mayoreceunncis gov ernment in Sedana and would have provided for election of councilmen ewithout party la bels. The charter proposal carried in only four of 14 precincts. The turmont came with a water reg istration of more than 12,000.
