What we are getting right by our national capitol, with monuments to Lincoln, Washington and Jefferson all around, is a city of drawn shutters and lock ed doors. The problem of illegitimacy is in separable, of course, from that of delinquency. As every reading Am erican knows the problem of juvenile delinquency has also become a na tional disgrace, and meets much the same apathy in in the people as the problem of bastardy. And again, for the fantastic irony of it, we look first at Washington, D. C. In that city, the nation’s capital, and in the opinion of a lot of fathead ed bureaucrats there the world’s capital, more and more women don’t dare to step outside their houses after dark—and in fact are being advised by the police not to do so. Why don’t they get themselves small auto matic guns and go out, and the mom ent a hand touches them,or a man starts trailing them, begin to shoot? As it is, what they actually do is such a national scandal that all Am ericans should hang their heads, if they have any conscience, shame, and courage left. There actually are wo men in the nation’s capital who don’t dare testify against their attackers, when these stinking sub-humans are caught, but slip away from their homes, leaving no forwarding ad dresses, to live elsewhere. Whole families have moved secretly to other places, because the punks have threat ened to get them and the police ap parently are helpless. You know that Mrs. Donald A. Quarles, widow of a former high of ficial, was recently mugged. Since then investigations by newspaper men in the capital have revealed not only that families are moving from their homes, but that women who have been the victims of what is euphemistically one of the women interviewed was approached and attacked, while in company with two other women, only a few yards from the famous Shore ham Hotel itself. She says that she and her friends “used to go back and forth to each other's homes to play cards. We don’t do it any more.” Another woman says, “I was lucky, I didn’t get hurt. A woman whose purse was snatched the same day as mine lost her eyesight.” What about the policemen in this city? The incredible fact is that they need other policemen to take care of them! One of them took an unmerci ful beating recently. As a woman there says, they used to travel in twos, now they go in threes or fours. The poor devils don’t dare shoot ex epting the most extreme cases, or rough up these punks, because as it (Continued on Page 9)
