To the Yoters of Portage County sThe undersigned having been nominated as a candidate for Congress in the Second (or Western) District, would have been happy to have visited his fellow citizens in every pari of the District, and to have explained to them the principles and policy ' which wil. govern him, but the limited time between his nomination ana the day of election, (1th November) ana the great extent of the District will compel him to forego the pleasure o! visiting the citizens of Portage county. Should he be elected, prominent among the various subjects that will claim his attention and receive his support, will be the obtaining appropriations fof the improvement of the rivers ond harbors in our State, among the most important of which in his opinion is the Wis consin River, and he believes the portion of that river, where improvements are most practicable—if not most desirable—is the pinery, and particularly the obstructions at big Bull Fails, Little Bull Falls, Shaurette Rapids, Conants Rapids, at Fay’s dam, Grand Rapids and the Whitney Rapids, where in his judgment, the expenditure of the small sum of five thousand dollars, would be of more service than ten times that sum expended on the lower portions of the river, and if any appropriation can be obtained from Congress for the improvement ol the Wisconsin river he will use bis best endeavoi s to have such portion of it as may be necessary expended in improving the river in the pine region at the points he has indicated, and at such ether as may be found necessary.A treatv with the Menomonee tribe of Indians for the cession of their lands to the General Government is a subject of general interest to the people of the whole tState, but of particular interest to you, and if elected the undersigned will use bis
